The Cabinet Office today published the Public Services Forum's first report Audit of Trade Union and Employee Involvement in Public Services Reform. It concluded that while there was growing evidence that organisations are transforming the way they involve staff in reform, there is scope for improvement in communicating and involving staff in the case for reform to improve public services for all."
The Public Services Forum commissioned ten case studies to identify innovative practices in engaging trade unions and employees in reform of frontline public services. These demonstrate that if staff are effectively engaged in the reform process public services can be improved - an interest government and trade unions both share.
Government and the unions will continue to work together to ensure that these findings and the best practice identified in this report are shared with all public services. The report's recommendations will be taken forward by a working group of the TUC, Cabinet Office and public sector employers. It will be piloted across organisations including the NHS and local government. This will aim to build the capability of managers and Unions in engaging staff at the front line in change and service improvement."
