CPSU, the Community and Public Sector Union, SPSF Group

Our 200,000 members are public sector workers employed by State or Federal governments or government-owned organisations.


The union consists of two groups: the State Public Services Federation (SPSF) and the Public Sector Union (PSU).

Our Group, the SPSF, primarily represents employees of State Government organisations such as State Government Administration, Education, Agriculture and Natural Resources, or their agencies like Universities, Electricity Authorities, Roads and Traffic or Water Resources bodies.

The other part of the union is the PSU Group whose members are employed by the Commonwealth Government or its agencies such as the Australian Taxation Office, Centrelink, Defence, Immigration and a significant number of private Telecommunications and Call Centre operators.

State Branches

In the SPSF Group there are five State-registered Public Sector Unions and Branches:

Public Service Association of NSW

Public Service Association of South Australia

Civil Service Association of Western Australia

State Public Services Federation Tasmania

Queensland Public Sector Union of Employees

For historical reasons, the Victorian Branch of the SPSF Group is known as the CPSU SPSF Group Victorian Branch. Industrial Relations in Victoria is governed by Commonwealth industrial relations law, the Fair Work Act 2009.

CPSU-SPSF union members are members of both their State union (as listed above) and the State Branch of our Federal Union.

State, Federal and what do we do

Wages, salaries and conditions of work for our members are mostly regulated by State awards and agreements made by judges or commissioners in State Industrial relations tribunals.

Employees and Union members in Universities and in the Victorian Public Sector are covered by the Fair Work Australia (FWA).

The Federal Union looks after nationwide industrial issues for Universities and also industrial matters that span more than one State.

On behalf of our members, the State Branches, we deal with industrial relations issues with other Federal unions and Peak Bodies like the Australian Council of Trade Unions (ACTU).

We also coordinate issues of general interest across Branches, such as Training Standards, Rights of Women Members, Occupational Health & Safety and Workers' Compensation.

The union is affiliated to the Australian Council of Trade Unions (ACTU) the national peak council of Australian unions and is also on its Executive.

The union is also affiliated to the PSI (Public Services International) our international Global Union Federation (GUF).

Governance

The main governing body of the Group is the Federal Council, consisting of the Federal Officers and a specified number of delegates elected from each Branch. The Federal Council meets biannually.

The Federal Executive is made up of the Federal Secretary, the Federal President. the Vice Presidents and one Branch Representative from each State and makes decisions when the Council is not in session. The Federal Executive meets at least twice a year and is elected every two years at the Federal Council.

The Federal Secretary is elected by the national Membership every four years.

The CPSU National Officers Committee (NOC) is made up of senior officers from both the PSU and SPSF Groups and deals with issues affecting both Groups.

David Carey is the Federal Secretary of the SPSF Group within the union and is also one of two Joint National Secretaries of the CPSU. He is a member of the ACTU Executive representing the CPSU.

Nadine Flood is the National Secretary of the PSU Group and the other Joint National Secretary of the CPSU.
